How do I know if the import is completed?

The most reliable way to determine the import status is from the app. From here the imported photos and videos can be looked at.
Similarly, the import is complete if the import symbol ceases to blink rapidly.

The MPortable does not appear in the wireless settings of my smartphone / tablet PCs

You have probably turned on the MPortable but it has yet to boot. This takes about 45 seconds. After that the MPortable should appear in the network settings of your smartphone / tablet
